The Department of Commerce has announced preliminary determinations from an ongoing investigation revealing that aluminum extrusion producers and exporters from 14 countries, including China, India, Italy, and Vietnam, imported aluminum extrusions at less-than-fair value in the United States. Various solar products, such as tracker assemblies and racking made from aluminum extrusions, are affected by this investigation. Two components, actuators, and bearings used in solar tracker systems, have been included in the scope of the investigation.
GameChange Solar, a company producing racking and tracker structures, has filed comments with the Department of Commerce to remove certain components from consideration for import duties. The US Aluminum Extruders Coalition and several unions commend Commerce’s decision to impose duties and urge the department to maintain these decisions in the final phase of the proceeding.
Preliminary dumping rates have been calculated for each country involved in the investigation, with rates varying from 2.02% to 602.72%. Commerce’s determination establishes the preliminary duty rates, which will result in the collection of preliminary duties on entries of aluminum extrusions from these countries. Final determinations are expected to be issued in mid-July, with the possibility of an extension to late September 2024, and the preliminary calculated rates may increase.
