Clean-Energy Projects Face Many Challenges, including Navigating the Interconnection Queue

3. In addition to interconnection challenges, other hindrances to clean-energy project development include COVID-related delays, difficulties in community acceptance, generator interconnection agreement (GIA) timing issues, and transmission upgrade delays.

The biggest obstacle to building clean-energy projects is getting through the generator interconnection queue (GIQ) in U.S. regional transmission organizations (RTOs) and independent system operators (ISOs). The complexity of the interconnection process, involving multiple studies, results in long wait times and high costs for companies. However, reforms by organizations like the Midcontinent Independent System Operator (MISO) aim to expedite the GIQ process, increase transparency, and reduce project withdrawals.

The Clean Grid Alliance (CGA) conducted a survey of clean energy developers in the MISO interconnection queue, identifying challenges beyond the GIQ process. COVID-19 impacted development by slowing down local activities like land acquisition and permitting. Siting new generation and transmission infrastructure also faced difficulties related to community acceptance and timing challenges with transmission upgrades.

Despite these challenges, there is optimism that MISO will continue to improve the process. The CGA will work on resolving issues identified in the survey, such as generator interconnection agreement timing, transmission upgrade delays, and longer lead times for components. Overall, the goal is to make the clean-energy project development process more efficient and effective.
